Partnering is the master key element for project quality. It opens the doors to commitment and communication between the parties and provides the mastic which turns disparate groups with varying aims into a coherent team with common objectives (Baden-Hellard).There has been considerable business emphasis placed upon the development of collaborative relationships across companies in recent years. Construction is no exception. The presence of trust in the relationships has been cited as central to successful business and project outcomes (Partnership Sourcing Ltd. 1994, Latham1994). Trust is central to the development of non- adversarial business relationships, and hence provides fertile ground for the development of practices such as partnering, strategic alliances and supply chain management.The paper focuses upon the partnering concept in construction and discusses the role of trust as a key dimension for reducing adversarial relations in project working environments.

New advances in geomatics and communications technologies are enabling the development of Automated Auscultation System for structure monitoring. In particular, Differential GPS (DGPS) technique allows real-time monitoring of structures with millimetre accuracy after an appropriate mathematical treatment. The results of real-time DGPS monitoring of a pilot dam over 15 months are presented and compared with the results of pendulums and angular collimation. DGPS monitoring was established to control two points at the top of the dam with reference to an external and stable station. Communications were critical, evolving from initial GPRS connections to more reliable ASDL line in the last months. Real-time DGPS positions were filtered to reach millimetric accuracy through Kalman filter. Two configurations of the filter were tested, one more adapted to predictable and uniform velocity deformations (low frequency) and another more suitable for sudden and large movements (high frequency). Root mean square errors were calculated taking pendulums as a reference. Results show that both DGPS and angular collimation allow monitoring with millimetric accuracy. In the last period, where communications with processing server were stable, a global accuracy of 1.44 and 1.86 mm was reached for real-time DGPS monitoring. RINEX post-processing yielded millimetric results, validating real-time observations. We can affirm that the DGPS system is very useful for dam auscultation and safety as it detects adequately absolute deformations, being a complement to existing methods which should be considered in new safety plans.

In the process of structural analysis we often come to structures that can be analyzed with simpler methods than the standard approaches. For these structures, known as regular structures, the matrices involved are in canonical forms and their eigen-solution can be performed in a simple manner. However, by adding or removing some elements or nodes, such methods cannot be utilized. Here, an efficient method is developed for the analysis of irregular structures in the form a regular structure with additional or missing nodes or with additional or missing supports. In this method, the saving in computational time is considerable. The power of the method becomes more apparent when the analysis should be repeated very many times as it is the case in optimal design or non-linear analysis.

In this paper, an advanced formulation of time-domain, two-dimensional Boundary Element Method (BEM) with material damping is presented. Full space two-dimensional visco-elastodynamic time-convoluted kernels are proposed in order to incorporate proportional damping. This approach is applied to carry out site response analysis of viscoelastic topographic structures subjected to SV and P incident waves. Seismic responses of horizontally layered site, semi-circular canyons, slope topography and ridge sections subjected to these incident waves are analyzed in order to demonstrate the accuracy of the kernels and the applicability of the presented viscoelastic boundary element algorithm. The results show an excellent agreement with recent published results obtained in frequency domain. Also, the effects of different material damping ratios on site response are investigated.

The purpose of this study is to investigate the influence of cross-cultural communication (CCC) on stakeholder management process (SMP) in international construction projects from the Turkish stakeholders’ perspective. The research is based on a survey of Turkish stakeholders (contractors, consulting engineers, insurance brokers, and financial advisors) operating internationally. The useable survey comprised 141 individual responses from 205 distributed, giving a response rate of 68.78 percent. Structural equation modelling (SEM) is proposed as an effective tool to investigate the relations between various factors of cross-cultural communication and stakeholder management process and data regarding the Turkish stakeholders have been used to demonstrate its applicability. The results demonstrate that “Communication behaviours” and “Communication strategies” proved to be strongly significant and positively related to SMP, whereas “Communication barriers” have significantly negative effect on SMP. Research findings may encourage the principles and practices of CCC between the stakeholders to be adequately recognized and understood by the international contracting firms operating abroad. Although findings reflect the Turkish stakeholders’ perspectives, it is believed that the parameters identified in this study can further be used as a benchmark to conduct similar studies in other countries. Managers of international contracting firms can develop a Cross-cultural Communication Statement (OCQS) to assess, report, and develop cross-cultural communication between stakeholders of a multi-cultural project environment.

Based on the methodology of “Understanding by Design”, UbD, the course “Design of Hydraulic Structures” was developed and implemented. A series of learning experiences, with emphasis on hydraulics and hydrology, for civil engineering undergraduate students is presented that encourages the development of high technical and scientific competence, communication skills oral and in written, the ability for teamwork and the capability to learn. The experiences were designed, using the above methodology, based on learning that is desired. Once taught the course, the results obtained were compared based on the planned framework (expectations), the characterization of the student population, the course products as well as the activities, according to the students, considered relevant in the learning process.
